Chaseable = owed, past our own reach, and with no internal excuse. An invoice whose cause chip is
an us-problem (email never delivered, cash sitting unapplied, a superseded chain) is money we can
recover at a desk — dunning the facility for it destroys the credibility every later call needs
(design §1). Written-off debt is not chaseable either: its bucket is written_off, not missing.
