The Monday that starts the ISO week (Monday→Sunday) containing d. ADR-0044 settles outsourced pay
and detects/approves overage on ISO Mon–Sun weeks, so the weekly-hours matrix, overage flow, manual
entry, contractor calendar, and performance scoring all key on this.
