assignContractorPosition(input): Promise<AdminActionState>

Assign a contractor's role (position config) and, optionally, their facility assignment — the data the agreement package merges from. Setting the role unblocks generation; a facility creates the active primary assignment: it replaces a prior active one AT THAT FACILITY (e.g. an invite-time placeholder) and demotes the rest to non-primary, so other facilities picked at invite survive. Owner/admin-gated, company-scoped.
