Interface: WeekBillingFact

One contractor's billing facts for the facility week — the chosen assignment (latest effective, primary on tie, then lowest id) plus its hour aggregates. Hours are decimal rounded to 2 places; hourlyRateCents is integer cents or null (no rate). Soft-deleted (terminated) contractors are excluded — consistent with the payroll engine and both prior pipelines.
