Compute the ManualPayoutBasis for one contractor + period, through the same loader and
engine as the pay run (ADR-0044: one assembly). Returns null when the contractor has no
rate-bearing assignment overlapping the period — a manual payout can still be recorded against a
zero basis, it just has nothing to corroborate the amount.
