Position config — the role-level switchboard for onboarding (Phase 2). One row per (company, role_family). role_family reuses the recruitment taxonomy so it joins to requisitions/applications/offers. The actual pay rate is set per-contractor at hire, so the base rate here is an optional default only; fte_hours_per_week is the role-stable FTE definition.
