recordManualPayout(_prev, formData): Promise<ManualPayoutState>

Owner-only: record a payout already sent outside the app as a completed, batch-less payment. The amount is corroborated CUMULATIVELY — prior manual payouts for the same contractor + period count toward the computed figure, so re-recording the same payout is never friction-free — and any mismatch requires the explicit "I verified this amount" acknowledgment (same rule as an OCR-less check confirm: hand-typed money gets a second look, not a silent write). Refused while ANY pay run exists for the period: that run's figures were computed without this payout.
