Function: reverseManualPayout()

reverseManualPayout(_prev, formData): Promise<ManualPayoutState>

Owner-only: reverse (delete) a manual payout — the undo for a fat-fingered entry. Refused once a pay run exists for the payout's period: that run was prepared net of this payout, so deleting it would strand a deduction nobody can see. The delete is permitted at the DB layer by migration 0120's batch-less carve-out in guard_payment_disbursed; batch payouts stay undeletable.
